For a winch in SL, most people go with Warn or ComeUp — very reliable for muddy trails and water crossings.
Price depends on the rating:

8,000 lb winch: around 60–80k LKR
10,000 lb winch: around 90–120k LKR

For local shops, you can check around Kottawa, Homagama, or Piliyandala some 4x4 accessory shops stock Warn and ComeUp, or can order for you.

Also, make sure you get a good mount plate and maybe synthetic rope better for water and less heavy.
